Notice of 2nd Public Hearing

NOTICE IS HEREBY GIVEN THAT the Town Council of Ridgeville (hereinafter called the
“Town Council”), the governing body of Ridgeville, South Carolina (the “Town”), has
determined that it may be in the interest of the Town to amend the zoning map of the Town (the
“Zoning Map”) as it pertains to property TMS #108-00-00-055, owned by Eugene M. Varn and
David L. Johns, and TMS # 109-00-00-050 and 109-00-00-052, owned by Florence B. Appleby
Family Ltd. Partnership (the “Property”). Therefore, the Town Council has ordered a public
hearing to be held upon the question of amending the Zoning Map in accordance with the
provisions Title 6, Chapter 29, Article 5 of the Code of Laws of South Carolina 1976, as
amended and the zoning ordinance of the Town.
A public hearing will be held in the Ridgeville Town Council Chambers located at 105
School Street, SC 29472, on February 14, 2023, at 7:00 p.m., on the question of amending the
Zoning Map in order to assign the Property a final zoning classification of Planned Development
(PD).
The aforesaid hearing shall be conducted publicly and both proponents and opponents of
the proposed action shall be given full opportunity to be heard in person or by counsel.
Following the hearing, the Town Council shall, by ordinance, make a finding as to what zoning
classification should be assigned to the Property.

Misinformation About Annexations

The properties known as the Appleby Tract and the Varn Tract have requested to be annexed into the
Town of Ridgeville by the 100% petition method. The property owners have requested to have the
properties zoned as Planned Developments. All the requirements for the development of these
properties are outlined in the attached documents including types of uses, sidewalk requirements,
landscaping, design standards and road requirements.
A Planned Development allows for a mixed-use development and allows for more requirements to be
placed on a property.
The uses allowed in each of these developments are:
Single Family Homes
Townhomes
Duplexes
Commercial Uses that are allowed in the Town’s Neighborhood Commercial Zoning District
Civic Uses: including schools, libraries, etc
Parks
There will be NO Apartments in this development.
The property will be served by the Dorchester Water and Sewer Authority.
Both developments were required to perform Traffic Impact Analysis with Dorchester County to
determine the long-term traffic implications of their developments. The internal roads for these
developments will be private roads maintained by the development. Both developers have agreed to
provide all site-specific road improvements and to work with the State and Dorchester County to
provide all other road improvements.
The DD4 School District is aware of these developments. They have toured the sites and met with the
developers. The Town is awaiting a determination of what needs they have.
These two properties HAVE NOT submitted for approval with Dorchester County and wish to be part of
the Town Ridgeville. If these annexations are approved, the Town will receive the property taxes and
business licenses from the properties within the development.
These developments were discussed at the Town of Ridgeville Planning Commission meetings on
06/08/22, 10/2/22 and the Planning Commission made a recommendation for approval of the zoning of
these properties on 11/28/22. All Planning Commission meetings are public meetings with the agendas
being placed on the door at Town Hall and notice being placed on the sign out in front of Town Hall.
The annexations and zoning of these development is now on the agenda for Town Council for the
01/10/23 Council meeting. The annexation of property requires two readings at Town Council. The
zoning of property requires two readings at Town Council and a Public Hearing, which will be held at the
02/14/23 Town Council meeting. The approval of a Development Agreements for these properties with
the Town requires two readings and two Public Hearings, which will be held on 01/10/23 and 02/14/23.
